What LEAT can prove about your grant

This page is for the organisations that fund us. It says plainly what
our systems can demonstrate about how your money was used, and what they
cannot.

What we can show

Which clause allowed a cost. Every cost charged to your grant was
checked against rules we wrote down from your agreement, each one citing
the clause it came from. When a cost was refused, we kept the refusal and
the reason.

What was true when we decided. Every reservation and every posting
freezes a record of the award version, the budget version, the
restrictions in force, the exchange rate, and the decision, at that
moment. Those records cannot be edited, and we can show you that they
have not been.

That the books balance. Every transaction balances in every currency
it touches, in a chain where a deleted entry leaves a hole anybody can
find.

That no one person did it alone. Whoever wrote a budget did not
approve it. Whoever prepared a payment did not release it. Whoever
prepared a journal did not post it. We identify people by employee code
rather than by login, so a second account does not get round it.

What we cannot show, and will not claim

That the work was done. Our financial records prove money was
approved, held, committed and paid. Whether a borehole was drilled is a
different question with different evidence, and we do not let one stand
in for the other.

That a payment definitely arrived. We can show the bank debited our
account and, where the bank tells us, that a named person received a
named amount. Where the bank has not told us, we say so and keep saying
so. We do not let a payment quietly age into "paid".

That everything is compliant. A balanced ledger and a verified
signature prove particular things. They do not prove legality, value for
money, or that you will accept the expenditure.

What is in a report we send you

A report is a snapshot, not a live query. It fixes the ledger position,
the exchange rates, the mappings and the cutoff at the moment it was
sealed, so that you and we are always looking at the same figure.

It also carries the unresolved items: differences we have not yet
explained, payments in an unknown state, costs somebody has questioned.
Leaving those out would be deciding, on your behalf, that they were
probably fine.

If a number later turns out to be wrong, we issue a restatement that
references the original. We never edit a report you already have.
